California law requires that the District’s Board of Trustees appoint an Independent Citizens’ Bond Oversight Committee to work with school districts after a bond is authorized under California Proposition 39. 

The School Board shall establish an Independent Citizens’ Bond Oversight Committee (CBOC), under Education Code Sections 15278 and following, to ensure bond proceeds are expended only on the school facilities projects listed below. 

SUSD Facilities’ CBOC consists of X# members who represent the community at large, a senior citizen's organization, a taxpayer's organization, the local business community, a parent-teacher organization, and a parent of a child enrolled in the district. 

Committee Responsibilities

  • Inform

    Inform the public concerning the District's expenditure of bond proceeds of the Measures.
  • Review

    Review expenditure reports produced by the District to ensure that the Measures' bond proceeds were expended only for the purposes set forth in the Measures.
  • Present

    Present to the Board of Trustees in public session, an annual written report outlining their activities and conclusions regarding the expenditure of bond proceeds of the Measures.

Bond proceeds will be expended to modernize, replace, renovate, construct, equip, furnish and otherwise improve the facilities of the Sebastopol Union School District:

Bond Measure N (2024)
Amount: $24M 

Measure N will provide funding for facility improvements outlined below:   

  • ‘To improve local Sebastopol TK-8 schools; modernize and renovate classrooms, restrooms and other school facilities; make health, safety and security improvements; and replace aging portables with permanent classrooms; shall the Sebastopol Union School District measure authorizing $24,000,000 of bonds at legal rates be adopted, generating approximately $1,400,000 annually, while bonds are outstanding, at average rates of approximately $28 per $100,000 assessed value, with independent citizens’ oversight, annual audits, No money for salaries and all money locally controlled?’ [Source]

“The gymnasium roof leaks, posing a risk to the structural integrity of the building and disrupting activities within. Replacement of the roof, along with upgrading windows, is crucial to prevent water damage, ensure a

“Installation of perimeter security fences and gates is essential to enhance campus security and control access to the school premises. This measure will provide a secure boundary, deter unauthorized entry, and safeguard students, staff, and property. PAST BOND MEASURES  


 

Bond Measure E (2020)
Amount: $17.5M  

To improve the quality of local schools; increase energy-efficiency by installing solar panels; make health and safety improvements; and modernize outdated classrooms, restrooms and school facilities; shall Sebastopol Union School District’s measure be adopted authorizing $17,500,000 in bonds at legal interest rates, generating approximately $1.0 million annually while bonds are outstanding with levies of approximately 2.5 cents per $100 assessed value, with annual audits, citizens’ oversight, no money for salaries and all money for local projects [Source]

  • Increasing energy-efficiency at school sites, including installing solar panels; 

  • Making health, safety and handicapped accessibility improvements; 

  • Replacing deteriorating plumbing systems; 

  • Upgrading inadequate electrical systems;

  • Replacing the elderly HVAC unit at Park Side  

  • Adding air conditioning at Pinecrest.

Bond Measure H (2017)
Amount: $1.3M

To improve the quality of education; repair or replace leaky roofs; improve energy efficiency by installing solar panels; repair deteriorating plumbing systems; improve student access to computers and modern technology; and replace outdated heating, ventilation, and air-conditioning systems; shall the Sebastopol Union School District issue $9,000,000 of bonds at legal interest. [Source] 

The specific school facilities projects to be funded by Measure H include, but shall not be limited to: [Source] 

  • Repair or replace leaky roofs 

  • Improve student access to computers and modern technology 

  • Renovate, repair, and/or upgrade classrooms, restrooms and school facilities 

  • Promote energy efficiency by installing solar panels 

  • Replace existing wiring systems to meet current electrical and accessibility codes and increased capacity 

  • Replace outdated plumbing systems to meet current codes 

  • Repair or replace outdated heating, ventilation, air conditioning and lighting systems with building code compliant, energy efficient systems 

  • Upgrade and equip labs, multipurpose rooms, food service facilities, auditoriums, libraries, and other school facilities 

  • Repair or replace outdated windows 

  • Make water conservation improvements to restrooms and play fields 

  • Federal and State-mandated Americans with Disabilities Act (ADA) accessibility upgrades including site access, parking, staff and student restrooms, relocation of some existing electrical devices, drinking fountains, playground equipment, etc. 

  • Install, replace or upgrade safety and security systems for our students and staff 

  • Repair and upgrade walls and floors 

  • Upgrade playgrounds, play structures and P.E. fields for school and community use 

  • Replace/upgrade irrigation systems 

  • Federal and State-mandated Occupational Safety & Health Administration (OSHA) safety upgrades including playground equipment replacement 

  • Upgrade all technology at District facilities 

  • Construct a multi-purpose room at Brook Haven Middle School for school and community use 

  • Upgrade school site parking, utilities and grounds 

  • Abate and remove hazardous materials identified prior or during construction 

  • Upgrade fire alarm systems 

  • Upgrade and expand telecommunications 

  • Repair, replace and/or upgrade paved surfaces, turf, and other grounds to eliminate safety hazards and improve outside instructional areas
